Judge says Club Cancun in St. Paul is Not Too Noisy

Although Club Cancun at 1638 Rice Street in the North End bar in Saint Paul has a reputation for frequent fights, noise complaints, and a rowdy reputation, the judge ruled in favor of the bar, over turning a $1000 fine for a February 14 noise violation.  The judge concluded that the City of Saint Paul had not met its burden of proof in fining the owner of the club.

Despite changes in management, hiring an off-duty police officer, hiring a “sound mitigation expert” to reduce sound from bands the club still gets complaints from neighbors.  The police were instructed to keep an eye on the club for possible violations.  The judge determined that the city relied on one persons complaints to base their fine on.  Several of the complaints were investigated by the police and found unsubstantiated.
